    Support the Senior Director of Teammate Relations and partner with McLane Business Unit Leadership, Human Resource Managers, and other leaders in the execution of a broad, well-balanced and effective labor/teammate relations strategy. Work as a liaison between teammates and management to resolve conflict and/or conduct investigations with responsibility for oversight and management of investigations that come into the Home Office via Open Door Policy, and any other avenues (manager, Human Resources, teammates, etc.).

    ESSENTIAL JOB FUNCTIONS / PRINCIPAL ACCOUNTABILITIES:

    • Oversee and manage investigations, to include project management, and conduct investigations for Open Doors, Ethics Hotline, or other contacts.
    • Train and assist Human Resource Managers and the Teammate Relations HR Investigators in doing investigations, writing investigation reports, and providing advice.
    • Support labor/teammate relations with research and analysis by performing research for markets, changes in laws, NLRB decisions (seeking legal advice as needed), monitoring daily/weekly labor articles, contract analysis, or other related items.
    • Proactively monitor labor risks by collecting, analyzing and reporting on labor data (internal and external).
    • Work on complex labor/teammate relations projects and activities to support, analyze, develop and/or improve individual engagement tools utilized by McLane (team member surveys, Connectivity Program, focus groups).
    • Develop materials to support the labor/teammate relations’ strategies by creating, maintaining, and updating presentations and other materials for use proactively and reactively.
    • Produce labor/teammate relations reports and updates for leadership.
    • Provide labor/teammate relations, coaching, and education to leadership, as required.
    • Identify, source, and utilize internal business partners and third-party vendor support for specialized projects that require unique expertise or resources that are not readily available.
    • Perform other duties as assigned.

    MINIMUM SKILLS AND QUALIFICATION REQUIREMENTS:

    • Bachelor’s degree in labor relations, Human Resources Management, or related field.
    • Three or more years labor/employee relations experience.
    • Work experience conducting investigations with exposure to best practices. Certification a plus.
    • Project management experience preferred.
    • Experience managing direct reports.
    • Effective communication and interpersonal relationship skills.
    • Strong analytical and problem-solving skills.
    • Willingness to be continually available to teammates and leadership to discuss workplace issues.
    • Ability to manage and maintain online resources.
    • Knowledge of current trends in labor relations.
    • Ability to provide effective teammate relations support to HR and Operations personnel.
    • Ability to identify labor/teammate relations best practices that will improve workplace environments.

    This position serves as an important member of the City’s senior management team. Under the general direction of the City Manager, the Human Resources Director will manage the Human Resources Department and the Municipal Court, or others as assigned and performs related duties as required. 

    Duties and Responsibilities:
    Human Resources Department
    • Manage the activities of the Human Resources Department including personnel policies and records, staffing analysis (recruitment, selection, retention), classification and compensation, payroll, benefits and retirement systems administration, Workers’ Compensation, EEO, FMLA, and HIPAA compliance, administration of Civil Service (Chapter 143 of the Texas Local Government Code), employee development and recognition, and employee relations including management of grievances and appeals.
    • Advise and assist employees, supervisors and management in a variety of personnel matters including the interpretation and application of personnel policies.
    • Review and analyze reports, federal and state law and pending legislation, court cases, and related personnel matters.
    • Manage complex and highly sensitive investigations, including allegations of discrimination and/or harassment; serves as an employee advocate by coaching, consulting with and assisting employees in a wide range of human resources matters.
    • Perform related duties as assigned.
    Municipal Court
    • Provide leadership, direction, and general administrative oversight of employees responsible for the operation of the City’s Municipal Court.
    • Facilitate and promote ongoing research into new approaches, technologies and trends, and recommends implementation of programs and procedures to help the Court achieve its objectives more efficiently.
    • Perform related duties as assigned.

    Qualifications:
    Qualified applicants should have a firm knowledge and understanding of municipal government; principles and practices of human resources management and administration; Workers’ Compensation, EEO, FMLA, Civil Service and other federal or state employment requirements; methods and techniques of investigation, training, counseling, mediation and conflict resolution; ability to effectively communicate with employees, supervisors, management, legal counsel, and representatives of outside agencies; ability to solve problems in innovative, effective and equitable ways; ability to make sound decisions, keep accurate records, and deal courteously and effectively with all stakeholders; proficiency in standard MS Office software and various office machines, including; personal computers, facsimile equipment, phones, scanners and copiers.

    MINIMUM EDUCATION, EXPERIENCE AND CERTIFICATION
    Qualified applicants should possess a bachelor’s degree in human resources, public administration or related field, and a minimum of seven (7) years of progressively responsible administrative and management experience in human resources. An equivalent combination of training, education, and/or experience will be considered. Must possess a valid Texas Class C driver’s license. A master’s degree and professional certifications in human resources desired, but not required.

    Duties and Responsibilities:
    The Human Resource Director will provide leadership, planning and project coordination to the Human Resources (HR) team. The position will manage the routine functions of HR and will facilitate efficient operations to meet current and future needs. This position will ensure positive relationships with branches, internal departments and external partners, and foster a positive culture throughout the organization.

    ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned.  #LI-TP1

    • Partner with the Vice President – Human Resources to understand and execute the organization's human resource and talent strategy particularly as it relates to current and future talent needs, recruiting, retention, and succession planning.
    • Direct and oversee effective recruiting and retention strategies that will attract high-performing talent.  Ensure job descriptions are updated and aligned with department and organizational needs. Proactively identify and implement efficient and effective recruiting methods in collaboration with department managers
    • Oversee the process of receiving grievances and mediating workplace disputes to ensure they are addressed in an appropriate and timely manner. Provide support and guidance to staff and management when complex, specialized, and sensitive questions and issues arise such as employee complaints, harassment allegations and health & safety issues
    • Direct and oversee the federally-mandated programs (e.g. FMLA, ADA, Affirmative Action, Employee Equal Opportunity, etc.) in compliance with applicable regulations.  Maintains communication with managers regarding the proper implementation of such regulations.
    • Direct and oversee the worker’s compensation process and develop and monitor the program in compliance with applicable laws and regulations.  Ensures proper communication with staff and managers. 
    • Oversee employee experience programs to include but not limited to the annual employee survey, employee gifts, onboarding process and stay interview process.
    • In collaboration with stakeholders, ensure HR systems align with organizational needs.  Make sure the department is capitalizing on the features and benefits of the system and implements applicable changes that will generate accurate data.
    • Work directly with department managers to assist them in carrying out their responsibilities on personnel matters. Coaches managers in setting employee goals and expectations that are measurable, attainable and in line with the objectives and direction of the organization. Help to promote productivity and teamwork, and reduce absenteeism and turnover.
    • Identify HR trends that could affect organizational objectives and/or operational resources.
    • Maintain and expand knowledge and understanding of existing and proposed federal and state laws/regulations affecting human resource management. Interpret appropriate laws and policies and advise management and employees accordingly.
    • Research and analyze reports and metrics from the organization's human resource information system (HRIS) or talent management system including but not limited to turnover, exit interviews, employee leaves, and recruitment data.  Develop and implement the necessary strategies to improve the employee experience.
    • Establish and monitor the HR Operations budget process and make recommendations when necessary.  Work with management in identifying needs and perform periodic cost and productivity analyses.
    • Manage HR vendor relationships and monitor costs throughout the year.  Ensures vendor is meeting contractual and organizational needs.  Present solutions and recommendations for system enhancements or changes that may have a financial impact on the organization.
    • Develop and implement Key Success Factors (KSFs) and projects as needed to meet organizational goals. Provide detailed planning and project coordination to ensure deliverables are met cost-effectively.  May occasionally present updates to Senior Management or Board of Directors. 
    • Oversees the employee records following the state and federal retention schedule. Ensures employee records are created, archived and/or destroyed efficiently and effectively.  Ensures records sync with the appropriate system using the most efficient method. Performs periodic audits of Human Resources functions and records to ensure policy and procedures are being adhered to.
    • Manage, hire, direct, evaluate and mentor Human Resources Operation’s staff.  Directs their training to improve efficiency and ensure conformance with procedures and best practices.
    • Ensures the integrity of the Human Resources department with the strict confidentiality of personnel and privileged information.  Ensures sensitive data is secure and managed appropriately within the Human Resource Department and throughout the organization.
