Position Description:
Teacher Retirement System (TRS) is looking for a change practitioner for an Organizational Change Management (OCM) position. This individual will lead and conduct change management activities in support of organizational goals and supporting a strong organizational culture. We are looking for an individual who is experienced with large scale change initiatives and is focused on our mission of serving Texas public education employees.

The Organizational Change Management (OCM) Specialist ensures change initiatives meet objectives by increasing employee adoption and usage. The incumbent will focus on the people side of change, including changes to business processes, systems and technology, job roles, and organization structure. Work involves supporting and implementing change management plans; developing and executing communication plans and initiatives; facilitating meetings, special events, and/or training; and analyzing metrics related to change initiatives. This position will proactively work with the OCM team, Organizational Excellence staff, agency employees, and members of the TRS executive and leadership team.

The Senior Organizational Change Management (OCM) Specialist ensures change initiatives meet objectives by increasing employee adoption and usage. The incumbent will focus on the people side of change, including changes to business processes, systems and technology, job roles, and organization structure. Work involves developing and implementing change management plans; developing and executing communication plans and initiatives; facilitating meetings, special events, and/or training; and analyzing various metrics related to change initiatives. This position will proactively work with the OCM team, Organizational Excellence staff, agency employees, and members of the TRS executive and leadership team.

Duties & Responsibilities:
Organizational Change Management
• Assists with the application of a large scope change management approach and methodology for the people impacts of change due to process development/transformation and/or technology implementation.
• Contributes to change management initiatives through planning, assessment, diagnosis, design, and implementation at a division, department level or work unit.
• Works with OCM team to prepare and execute annual communication plan.
• Recommends and executes creative methods for communicating with stakeholders.
• Recommends and executes OCM plans, strategies, and tactics to maximize employee adoption and usage and minimize resistance.
• Conducts readiness assessments for change initiatives, evaluates results, and presents findings to management.
• Supports the development of actionable and targeted change management plans
• Identifies obstacles to change and performance gaps and works to develop and implement corrective actions.
• Assists leadership in the timely resolution of change management communication and training issues.
• Contributes content for OCM Connect intranet site.
• Contributes to the planning, execution, and hosting of celebratory events.
• Partners with Training or Communications to create visual and/or informational materials to support change initiatives.
• Assists with other organizational change management initiatives and activities as requested.
Organizational Change Management for Sr. OCM Specialist
• Leads the application of a large scope change management approach and methodology for the people impacts of change due to process development/transformation and/or technology implementation.
• Creates and implements change management strategies and plans that maximize employee adoption and usage and minimize resistance.
• Collaborates and participates in project meetings; understands, tests and interprets complex terminology and communicates changes and new processes in laymen’s terms.
• Develops solutions to organizational changes, issues, and concerns.
• Applies a structured methodology and leads change management activities.
• Conducts readiness assessments for change initiatives, evaluates results, and presents findings to relevant stakeholders.
• Reviews and evaluates new or improved business and management practices for application to agency programs or operations.
• Develops actionable and targeted change management plans, to include communication plan, sponsor roadmap, coaching plan, training plan, and resistance management plan.
• Facilitates group discussions to identify and document change requirements for various stakeholder groups.
• Monitors web pages to recommend and/or develop content as needed to support IT applications, project and OCM Connect intranet sites.
• Contributes to the planning, execution, and hosting of celebratory events.
• Partners with Training or Communications to create visual and/or informational materials to support change initiatives.
• Coaches managers and supervisors through change and act as a liaison in connecting relevant parties and stakeholders.
• Assists with other organizational change management initiatives and activities as requested.
Internal Communications
• Assists in developing communication strategies that support the agency/department’s mission, goals, and objectives.
• Plans, prepares, and executes communication plans supporting various initiatives.
• Suggests creative ideas and executes internal general and targeted communication campaigns with employees.
• Works with business groups to develop and edit key messages with the correct emphasis and tone.
• Proposes, develops, writes, and edits communication materials.
• Contributes to development of agency-wide newsletter.
• Contributes to the planning and execution of agency-wide meetings and events.
Internal Communications for Sr. OCM Specialist
• Develops communication strategies that support the agency/department’s mission, goals, and objectives.
• Plans, prepares, and executes communication plans supporting various initiatives.
• Develops creative ideas and executes internal general and targeted communication campaigns with employees.
• Build executive messaging, presentations, and other communications deliverables for internal audiences (presentations, video scripts, emails, talking points, etc.).
• Works with business groups to develop and edit key messages with the correct emphasis and tone.
• Proposes, develops, writes, and edits communication materials.
• Contributes to development of agency-wide newsletter.
• Contributes to the planning and execution of agency-wide meetings and events.
Facilitation
• Plans, schedules, and conducts stakeholder interviews.
• Prepares for and facilitates focus-group meetings.
• Prepares agendas and minutes for and assists in facilitating employee advisory group or department committee meetings.
• Coordinates Huddles for groups of employees to meet with the Executive and Deputy Directors.
• Collaborates with OCM team members to develop and execute change management activities that build awareness, desire, knowledge, and ability.
• Helps support celebration events and develops and supports other mechanisms to reinforce stakeholder change adoption.
• Assists OCM team in planning and tracking work tasks and priorities.
Facilitation for Sr. OCM Specialist
• Plans, schedules, and conducts stakeholder interviews.
• Plans, prepares and facilitates focus-group meetings.
• Prepares agendas and minutes for and facilitates employee advisory group or department committee meetings.
• Assists with Huddles for groups of employees to meet with the Executive and Deputy Directors.
• Develops and executes change management activities that build awareness, desire, knowledge, and ability.
• Plans and coordinates celebration events and develops and supports other mechanisms to reinforce stakeholder change adoption.
• Plans and tracks work tasks and priorities.
Analysis
• Assists with data collection and metrics for change initiatives or projects.
• Assists with tracking indicators of potential employee burn-out resulting from change initiatives.
• Assists with defining and measuring success metrics and monitoring change progress and adoption.
• Analyzes change readiness data, prepares and presents findings, and makes recommendations.
• Analyzes team processes and structure and recommends changes that support business goals.
Analysis for Sr. OCM Specialist
• Interprets historical, current, and projected data to identify problems, causes, and areas for which procedural or system changes are indicated.
• Responsible for data collection and metrics for change initiatives or projects.
• Tracks indicators of potential employee burn-out resulting from change initiatives.
• Defines and measures success metrics and monitors change progress and adoption.
• Analyzes change readiness data, prepares and presents findings, and makes recommendations.
• Analyzes team processes and structure and recommends changes that support business goals.
Performs related work as assigned.

Required Education
• Bachelor’s degree from an accredited college or university, preferably with major course work in human resources, organizational development, organizational effectiveness, organizational change management, industrial or counseling psychology, or a related field.
• High school diploma and additional experience may substitute for the required education on an equivalent year-for-year basis.

Required Experience
• Three years (3) of progressively responsible people management, change management, or human resources generalist experience supporting change management activities.
• Experience working with the people side of change regarding a technology project or other large change management initiative.

• Five years (5) of progressively responsible people management, change management, or human resources generalist experience supporting change management activities.
