Position Description:
As Human Resources Director and active member of the executive management team, reporting to the Executive Director, you will lead, guide and direct all activities of the Human Resources (HR) Services Department, including all recruiting and hiring, new hire onboarding, compensation and benefits program development and administration, regulatory compliance, employee relations, performance development and engagement. Provide on-going counsel and support to the executive management team on all employment matters as needed to ensure the overall health and wellbeing of the organization.

Job Duties and / or Responsibilities:

  • Oversee TAC’s HR functions, including recruiting and hiring, onboarding and orientation, job descriptions, benefits enrollment, regulatory compliance, personnel records, separations, and retirement. Implement policies and procedures adopted by the TAC Board of Directors or executive management.
  • Provide vision, oversight, direction and support to HR Services Department staff members. Manage, hire, and supervise employees in the HR Services Department, including professional development.
  • Advise, coach, and counsel the executive director and members of the executive management team on all matters impacting the overall culture and health of the organization, including performance evaluations, employee recognition, performance improvement plans, and terminations.
  • Collaborate on and direct all staffing initiatives, from org planning, to recruiting, hiring and onboarding for all functional areas of the organization. Build the process and metrics to attract, retain, and grow top-tier talent as well as cultural fit.
  • Lead the development and management of the HR Department’s annual budget.
  • Review TAC’s human resource policies, procedures and practices, and make recommendations to executive management and the TAC Board of Directors on needed changes and improvements on an on-going basis to ensure regulatory compliance and best practice.
  • Leverage technology to ensure process efficiency, information accessibility and security, and reporting accuracy.
  • Identify and make recommendations on new services and engagement programs to maintain TAC’s market competitiveness based on employee needs and best corporate practices.
  • Ensure compliance with all applicable state and Federal regulatory requirements related to employment and employee records management.
  • Oversee TAC’s employee compensation and benefits programs, including administering employee enrollment, the Texas County & District Retirement System (TCDRS), insurance and health coverage, and other benefits offered under TAC’s cafeteria plan.
  • Promote an inclusive and diverse work environment through all HR programs and initiatives, ensuring employees feel that they belong and that their contribution matters. 
  • Includes oversight of TAC’s mandatory training programs: harassment, HIPAA, cybersecurity, and safety training.
  • Perform other appropriate and assigned responsibilities as needed.

Minimum Qualifications:

  • Bachelor’s Degree in human resources or related field, required.
  • Minimum of 10 years’ experience in human resources, required.
  • Progressively advancing supervisory and management experience.
  • Senior Certified Professional (SHRM-SCP), Certified Professional (SHRM-CP), Professional in Human Resources (PHR) or similar certification preferred.
  • Excellent communications skills, both written and verbal, and the ability to relate to all people regardless of cultural, economic, or educational backgrounds.
  • Demonstrates a high degree of professionalism in representing TAC in contact with members, vendors and others.
  • Strong knowledge of federal, state and local employment laws and regulations.
  • Advanced knowledge of all human resource functions required for building and maintaining strong organizational cultures and a highly-engaged workforce.
  • Function independently with minimal supervision.
  • Proficient in use of personal computer and Microsoft Office products, including Outlook, Excel, Word and PowerPoint.
