Position Description:
This position works under direction with increasing latitude for independent judgment. Responsible for building effective professional relationships with hiring managers, representatives from outside organizations, and candidates to build employer brand awareness and talent pipelines. Developing and implementing effective sourcing and recruiting strategies, and training hiring managers on the utilization of best sourcing and recruiting strategies and practices. Consulting with hiring managers ,proactively identifies recruitment needs and builds talent pools through online sourcing, networking, and referrals. Manages full-cycle recruitment processes to ensure smooth and favorable candidate experience. Develops recruitment and selection polices, metrics and reports to ensure transparent, fair, and successful recruiting practices.

Distinguishing Characteristics:
This is a job classification within the Human Resources job family. This is the senior level Recruiter position working at the corporate level. Performs advanced level of sourcing and recruiting duties for the Travis County.

Duties & Responsibilities:

  • Manages full cycle recruiting process for candidates, ensuring a smooth and favorable candidate experience.
  • Advanced knowledge of effective hiring platforms that attract suitable applicants.
  • Consults with hiring managers to understand their recruitment needs, develops sourcing strategies to leverage diverse high caliber candidates, and prescreens candidates to assess their qualifications.
  • Develops recruiting metrics to measure recruiting success and develops strategies to achieve success.
  • Develops a recruitment and selection policy to ensure a transparent and fair hiring process that can assist in selecting successful candidates based on merit and relevance with the position being recruited.
  • Develops a working knowledge of departments to quickly identify hiring needs at the department level, as well as how that aligns with the broader organizational culture.
  • Develops pipeline of talent, specifically for frequently filled positions.
  • Works creatively with department to help create recruitment plans and identifies resources for outreach and staffing needs.
  • Provides consultation and training to departments in the use of best practices for using the talent management software system.
  • Works with department administrators to discuss changing needs and recommends action plans for individual recruitments where appropriate.
  • Sources candidates and builds a strong network of candidates through expert use of online sourcing techniques, networking, and referrals.
  • Implements new initiative to increase pipeline and builds employer brand awareness.
  • Actively utilizes social media forums, attends career fairs, makes cold calls, visits local college campuses or universities and any other creative methods to locate qualified individuals.
  • Serves as the organizations subject matter expert on best practices in recruitment strategies.
  • Maintains and utilizes data reports and performance metrics on a regular basis.
  • Performs other job-related duties as assigned.

Education and Experience:
Bachelor's degree in Personnel Management, Human Resources Management, Public Administration, Business Administration or a directly related field AND five (5) years of experience in sourcing and/or recruiting candidates or related field;
OR,
Any combination of education and experience that has been achieved and is equivalent to the stated education and experience and required knowledge, skills, and abilities sufficient to successfully perform the duties and responsibilities of this job.

Licenses, Registrations, Certifications, or Special Requirements:
Valid Texas Driver’s License.
