Job Duties and / or Responsibilities:
As a department director, the Human Resources Director serves as an in-house consultant on all human resources duties, functions and responsibilities, and advises city departments on all human resources-related policies, programs and initiatives to include the identification and recommendation on best practices in recruitment, retention, employee development, benefits administration, workforce planning, employee recognition, compensation management, performance, employee discipline, workers compensation, and labor relations. The Human Resources Director reviews, prepares, interprets, and recommends changes or updates to the city’s personnel policy manual, and may investigate personnel-related charges, employee complaints, grievances, or similar issues. This position reports to an assistant city manager and supervises four direct reports.
This position requires a Bachelors’ degree in human resource management, business or public administration, or a closely related field. A Masters’ degree in a related field is desired. Candidates must possess at least six (6) years of progressive experience in a public or private human resources agency, including experience in a management or supervisory capacity in one or more of the functional areas of human resource management. Experience in the administration of health insurance benefits and compensation is highly desired. Qualified candidates must demonstrate knowledge and experience working with human resource information systems (HRIS), and modern principles and practices of human resource administration including classification and compensation, benefits administration, disability management, staffing and workforce planning, employee training and development, managing organizational change, leadership development and statistical concepts and methods.
The City of Pflugerville offers a competitive benefits package that includes a salary range of $110,000 - $145,000 depending on experience and qualifications. Additionally, the city offers a generous benefit package, including participation in the Texas Municipal Retirement System (TMRS).
